WildBrain announced production on Series 12 and an upcoming special, The Rise of Norman-Man in September 2019, for a delivery the following summer.As before, the series is a co-production with Mattel Television, and IOM handles animation services.Series 12 introduces the Pontypandy Police to the series, and the addition of Malcolm Williams, who is Helen's younger brother. With this, the show begins to focus more on the whole "Rescue Team" aspect, which would be expanded upon in the later seasons.

Minor changes to characters include the usage of modern-day smartphones, and Penny gaining a new hairstyle.

The only new addition to the voice cast was Colin McFarlane, who voices Malcolm.
